The State of Arginium.

Overview[edit | edit source]

The State of Arginium is a nation that occupies the large island of Arginium located off the northern coast of continental Enneron. The citizens of the country are known as Arginians.

Arginium is a unitary state, governed by a system built upon the principles of democratic socialism. The island has a land area of 7,741,220 square kilometers - of which 4.1% is water - and 59,681 kilometers (37,084 miles) of coastline. As of 1.1.1955, the nation has a reported population of 98,194,227.

The national motto is, "Power, knowledge, industry, progress."

Arginium has three levels of subdivision. From largest to smallest, they are - counties, districts, and municipalities. There are 58 counties, each presided over by a governor and a county commission. Each county is divided into ten districts, each presided over by a lieutenant governor and a district commission. Every district is further divided into numerous villages, towns, and cities, each of which is presided over by a mayor and municipal council.

Bureaucracy[edit | edit source]

The bureaucracy of the State consists of numerous departments of state, key standalone agencies, state administrations, and state corporations which fulfill the various duties of daily governance. These agencies are overseen and their policies regulated by the collective executive effort of the premier and the presidium.

Presidium[edit | edit source]

The ultimate decision-making body of the Government, the Presidium functions in all respects the same way the cabinets of other nations do. Working in conjunction with the president and the premier, it operates on two key constitutional conventions - collective responsibility (members of the Presidium make major decisions collectively, and are therefore collectively responsible for the consequences of these decisions) and individual departmental responsibility (in their capacity as head of department, a secretary of state is personally responsible for the actions and failings of their department).

The Presidium consists of sixteen members - the president, premier, and fourteen secretaries of state, each responsible for managing the daily affairs of an individual department of state within the government. The fourteen departments (and their subordinate agencies) are -

UNISOC[edit | edit source]

The Party[edit | edit source]

UNISOC - the United Socialist Party - is the dominant political force within the State of Arginium. Its structure is organised on four levels - national, county, district, and municipal. Each level has a senior official and committee which co-ordinates Party activity at that particular level. It is referred to in common parlance simply as, "the Party".

Structure[edit | edit source]

At its pinnacle, UNISOC is led by the Central Committee, chaired by the General Secretary and whose membership consists of senior Party officials, which is responsible for co-ordinating daily Party business.

Under the immediate authority of the Central Committee is the UNISOC Main Office, which consists of three important agencies -

  • the Secretariat - handling daily administrative work, as well as processing and maintaining membership rolls and dues records
  • the Political Bureau - also known as the Politburo, handling general political affairs
  • the Organisational Bureau - also known as the Orgburo, handling Party personnel matters

Every five years a UNISOC Congress takes place, during which delegates from all across the nation gather to discuss and review matters of the last five years, and set the general agenda for the next five-year period. Each of the fifty-eight counties of the nation has a County Committee, led by a First Secretary, which is responsible for ensuring that Party business with that county is transacted appropriately. Each of the ten districts of every county has a District Committee, led by a Senior Secretary, and every municipality has a Municipal Committee led by a Party Secretary.

Membership[edit | edit source]

As of 1.1.1955, membership in UNISOC stood at 9,007,322, or slightly less than 10% of the national population. All members, regardless of status or rank, are required to pay annual dues of £25. The pay-by date for dues falls in a month depending on the first initial of one's last name - A-C are due in January, D-F are due in February, G-I are due in March, J-L are due in April, M-O are due in May, P-R are due in June, S-U are due in July, V-X are due in August, and Y-Z are due in September. The annual takings from dues payments fully cover the annual UNISOC budget, with surplus split two ways - half of all surplus is added to a general fund, while the other half is added to an emergency fund maintained to support members who have fallen upon extreme circumstances.

Overview[edit | edit source]

The Arginian Armed Forces are split between four branches. As of 1.1.2093, the total number of personnel on active military duty was approximately 1.8 million. At its pinnacle, the Armed Forces are co-ordinated by the civilian officials of the Department of State for National Defence.

Internal oversight and control is exercised by the Chiefs of Staff Committee, which consists of the chiefs of the four service staffs, and a chairman, who is the most senior uniformed officer in the Armed Forces. The committee, with the President, Prime Minister, and Secretary of State for National Defence, comprise the military oversight and command body known as the Defence Council.

The Chairman of the Chiefs of Staff Committee is appointed on the recommendation of the Secretary of State for National Defence to the Prime Minister, before being approved by the President. While the Chairman outranks all other commissioned officers, they are prohibited by law from having operational command authority over the armed forces; however, the Chairman does assist the Prime Minister and the Secretary of State for National Defense in exercising their command functions.

Arginium maintains a mixed economy that operates on a system of consumer socialism. The law and judicial systems of the State are designed and maintained to ensure five key societal needs are met - that the law and courts address all cases and all citizens equally, that crime is deterred at every opportunity, that correctional discipline is delivered upon those guilty of crimes, that those with social or familial difficulties receive the counseling and/or support they need, and that those with serious psychological distress or difficulties receive the care and treatment they need.

Healthcare[edit | edit source]

All healthcare within Arginium is managed by the National Health Administration (NHA), and overseen by the Department of State for Health. The healthcare services of the nation work from a central records and treatments database - the National Healthcare Services Network (NHSN).

The healthcare system of Arginium has a singular objective - to ensure that all citizens have access to, and receive, the compassionate, dedicated care they require to ensure a high quality of living and a life as free of illness and infirmity as possible.

Standards[edit | edit source]

Qualifications[edit | edit source]

All Arginian citizens, at birth, are fully qualified for coverage under the National Health Programme (NHP). An Arginian citizen is defined as any child born in the State to parents who are themselves natural born citizens.

Regulation[edit | edit source]

The laws and statues governing the healthcare system - formally known as the National Health Code - which includes the standards for patient care, payment responsibility, and accessibility (among other areas of concern) are formulated and passed by the People's Assembly.

Coverage[edit | edit source]

There are no deductibles for basic or preventive care, annual physicals, dental cleanings, x-rays, eye exams, hearing tests, replacement frames and lenses for glasses. These needs are completely covered. Co-pays are very low or non-existent for all general pharmaceuticals (Tier 1, average of 50p) such as those for blood pressure, heart conditions, arthritis, and other regular maintenance drugs. Small deductibles are charged for Tier 2 medicines (£1 per, typically), and slightly higher deductibles for Tier 3 medicines (£2 per, on average). Physicians are permitted to charge small fees to patients for missed appointments, printing copies of notes and records, and for prescription refills done via the telephone. Prescription drug costs are regulated under the authority of the Department of State for Health.

Family physicians (listed in NHA records and in all medical filings and billings as general practitioners, or GPs) are selected by the individual. If a patient wishes to see a specialist or is counselled to see a specialist by their GP, a referral is made by the GP in the local community. Preventive care and early detection are considered critical and yearly checkups are recommended for everyone.

Care for infertility is only covered at 25%, and all other expenses are required to be paid for by the patient. This is done typically by pre-arranged payment plans tailored according to the patient's income and financial status. General psychiatric assessments and consultations are covered at 50%, but will be covered at 100% if a patient requires full-time commitment to a psychiatric centre. Cosmetic surgery for vanity purposes is not covered, as it is not considered essential. Treatments for autism and other related conditions are fully covered. Health coverage is not affected by loss or change of jobs, cannot be denied due to unpaid premiums, and there is no lifetime limit or exclusions for pre-existing conditions. Provisions of the National Health Care Act stipulate that all essential physician and hospital care be covered by the NHS, and a listing dictates that procedures are essential.

Protocol[edit | edit source]

An NHP Card is issued by the Department of State for Health to all citizens at birth, and everyone receives the same level of care. The number on this card is ten digits, broken up in 3-3-4 format. This number, along with the citizen's name, county of birth, and city of birth are printed on the card, and every citizen presents this card any time they visit a provider for purposes of treatment and allowing claims to be properly filed. All information related to a patient's medical history, treatment history, and other pertinent data is considered highly confidential, and permission for access to or dissemination of any aspects - to doctors, research groups, and others in the various aspects of the medical industry - is solely at the discretion of each individual. This permission can be revoked at any time, with or without reason. Any disclosure of this information without the approval of the patient can be penalized with large fines, or even prison time.

Clinic[edit | edit source]

This term refers to any general practitioner's surgery, where patients go for annual physicals and to receive medical consultations.

Medcentre[edit | edit source]

  • General Treatment Centre - Also called a polyclinic, provides all general and preventive care services. These facilities also house the specialist departments and medical imaging department of a medcentre campus.
  • Emergency Treatment Centre - Provides all emergency and critical care services.
  • Surgical Centre - Also called a surgicentre, provides all inpatient and outpatient surgical services. Also houses the medcentre anesthetics, preoperative and postoperative departments.
  • Rehabilitation Centre - Dedicated to providing therapy services. This includes speech, physical, and cognitive therapy as well as drug recovery and occupational therapy.
  • Psychiatric Centre - Dedicated to providing psychiatric services to patients on an ongoing basis.

Bracelet[edit | edit source]

All patients at all medcentres in the State, throughout the duration of their stay, are required to wear a bracelet on their left wrist that contains the following information -

  • Name (Last Name, First Name)
  • Date of Birth (DD-MM-YYYY)
  • Blood Type

Welfare[edit | edit source]

The welfare systems of the country are co-ordinated at the national level by the National Benefits Authority, a branch of the Department of State for Work & Pensions. All Arginian citizens are able to apply for the availability of social services under qualifying conditions. The social services of the nation work from a central pensions and allowances database - the National Social Services Network (NSSN). ILLEGAL TRANSACTION - reason for rejection - record marked DECEASED.

  • Old Age Pension
    • Also known as "OAP".
    • Funded by the National Insurance Programme, or NIP.
    • Received by all Arginians age 68 who have paid in a minimum of 20 years of NIP contributions.
    • Average benefit is £150 per week.

  • Attendance Allowance - benefit for independent living elderly who may need commitment to a residential care centre
  • Caretaker’s Allowance - benefit for elderly who requires constant care
  • Disability Allowance - benefit for qualified disabled citizens
  • Unemployment Allowance - benefit for qualified unemployed citizens
