Inter*Plan is a science fiction gaming and storytelling setting created by author Tom Brown.

Setting[edit | edit source]

Inter*Plan is set in the distant galaxy known as Zameir's Spiral, which is located more than thirty billion light years from our own Milky Way. It is also larger than the galaxy we call home, being approximately 250,000 light years in diameter, over 3,500 light years thick and containing 275 billion stars.

As of present common date within the Spiral, it has been just over 15,000 standard years since faster-than-light travel was first achieved and sentient beings began to explore the stars. Civilised space within the galaxy, commonly referred to as "Interplan Space" or "the Interplan", encompasses more than four million stars and nearly nine million sentient species.

Inhabited space within the Spiral derives its popular nickname from the "Interstellar Plan", which was an enterprising programme built upon extensive commercial, industrial, and diplomatic ties that once bound the vast majority of the known galaxy together within the Interstellar Co-Operative and was the framework for its government and policymaking. Founded more than a millennium after the discovery of FTL travel, the Co-Operative gradually expanded its influence over most of settled space and governed it for nearly five thousand years, until its collapse due to factors largely forgotten by history.

Politics[edit | edit source]

There are several different factions within the Interplan. Each has its own system of governance, its own social structure, and its own framework for commerce, military affairs, and other concerns.

People's Commonwealth[edit | edit source]

Government and politics[edit | edit source]

The Commonwealth is a unitary socialist democracy. Its bureaucracy is known as "Commgov" and led by the President, a popularly elected chief executive. They are assisted by a collective executive body known as the Committee of State, which functions as a cabinet and is comprised of several ministers (external affairs, defence, security, justice, finance, transport, energy, infrastructure, welfare, and logistics). The People's Council is the legislature of the Commonwealth and is responsible for proposing, debating, and passing all laws. Each member system sends a single representative to the Council in elections that take place every five years. The Central Court of Justice, which sits at the top of the judicial system, serves as the court of final review.

Every star system and the municipalities within them are administered by a local body known as a People's Committee. They, too, are popularly elected every five years.

Prominent agencies within Commgov include Commonwealth Medical Service (Commmed), the Commonwealth Works Service (Commworks), the Commonwealth Agricultural Service (Commag), and the Commonwealth Scientific Service (Commsci). Titles within the bureaucracy include chief administrator, senior administrator, administrator, and sub-administrator.

Military and security[edit | edit source]

Commforce is the combined military of the Commonwealth and is divided between two branches - Commfleet, responsible for fleet operations, and Commcorps, responsible for ground operations. At present, Commforce consists of numerous squadrons, each made up of cruisers, frigates, and corvettes. Fast attack craft (FACs) are used for systems patrol and first line defence. Commcorps operates infantry, assault, mechanised, armoured, and artillery divisions, as well as several highly elite tactical operations (TacOps) teams that are deployed on highly sensitive missions: Black, Grey, Orange, Red, and White. All Commforce personnel carry an L-14 pistol, worn as a sidearm by officers and as a secondary weapon by other troop types. The T-189 rifle is used by all main line field units, while special operations units use the compact H-229 assault rifle and DL-2D scattergun.

Military ranks include general/admiral, lieutenant general/vice admiral, brigadier/commodore, senior colonel/senior captain, colonel/captain, major/captain lieutenant, senior lieutenant, lieutenant, ensign, chief sergeant/chief petty officer, senior sergeant/senior petty officer, sergeant/petty officer, corporal, specialist, and trooper.

Intelligence and counterintelligence are provided by the Commonwealth Statistics Service, or Commstat. It maintains a careful watch over a wide range of actual and potential threats and interests the Commonwealth wishes monitored, and when necessary, takes direct or indirect covert action to address those matters.

Society and culture[edit | edit source]

Society within the Commonwealth is built upon the premise that a star nation is at its strongest when its people work together for the common good. To this end, the citizenry firmly believes in focusing all of its collective efforts on maintaining the stable, prosperous, and safe society it has worked so hard over the centuries to build. As a result, the Commonwealth enjoys a variety of services and benefits to an extent that the other Great Powers and smaller star nations do not, including a centralised healthcare service, a unified agricultural system, social welfare services for those who need them, and a reputation for the cleanest, safest cities in the Interplan. These benefits are maintained through a carefully balanced system of taxation and budgeting, and a strict adherence to the rules governing these systems. As a result of these efforts, the Commonwealth boasts low unemployment rates and a high gross domestic product. Poverty is nearly nonexistent, and overall health and happiness ratings within the star nation are some of the highest in the Interplan. The Commonwealth also has one of the most renowned systems of higher education, and research and development establishments, in known space.

Communities throughout the star nation maintain an impressive unity of identity and purpose, even while celebrating the wide and varied backgrounds and traditions of the many races who call the Commonwealth home. It is a belief of the people that their differences bring symmetry and strength. Thanks to the many races who call the Commonwealth home, its communities are home to a wide variety of cultural offerings in music, art, and cuisine. From the largest cities to the smallest villages, one can find many ways to entertain themselves or satisfy their cravings for all manner of food and drink. A careful balance between environment and economy is maintained, and the extensive industrial facilities of the Commonwealth sustain their operations while striving to minimise their impact on their surroundings. The municipalities of the Commonwealth (cities, towns, and villages) are also known for their blend of the technological and the natural, with extensive green spaces among the buildings.

Free Systems Republic[edit | edit source]

Government and politics[edit | edit source]

The Republic is representative alliance which governs through a structure that balances local and central authority. The central government is led by the First Councilor, who is elected from among the membership of the Grand Assembly for a seven-year term. They serve as first among equals on the Executive Council, which acts as a collective executive charged with coordinating and regulating diplomacy, defence, and intersystem trade. The legislature serves a four-year mandate and is charged with setting laws and policy, while all member worlds have the freedom to set local laws for those areas outside of the central government's purview. Each star system maintains its own judicial system and is responsible for enforcing the law and prosecuting crime, with the Supreme Court being the final court of review. Each member world of the republic sets its own tax rates, and under agreement in accordance with the constitution sends a set portion of the revenue from those taxes to fund the central government.

Every star system within the republic is administered by its own system assembly, which establishes local laws. They, too, are popularly elected, to a four-year term.

Military and security[edit | edit source]

The Republic Defense Forces (RDF) are divided between three branches - the Republic Ground Force (RGF), responsible for ground operations, the Republic Navy (RN), responsible for fleet operations, and the Republic Patrol (RP), a militia force that maintains anti-piracy and local defense operations. The ground force maintains divisions of infantry, mechanized, armored, and artillery and the elite Special Forces Division, which is divided between several squads of highly capable troops that are specially trained to conduct a wide range of sensitive and secretive assignments. The navy is divided between numerous flotillas of cruisers, frigates, and corvettes which operate across Republic space. The patrol consists of units of two or three patrol ships which operate in deep space and are designed to combat piracy, monitor activity on the starlanes, and act as a first line of defense in case of war.

Intelligence and counterintelligence are provided by the Central Information Office, or CIO. It maintains monitors matters of interest and potential threats both foreign and domestic and maintains the capacity to act against those threats when and if necessary.

Society and culture[edit | edit source]

Republican culture is particularly known for its libertarian bend, and the freedom the people enjoy pursuing their interests and goals with few limitations. While the republic does have issues with employment and poverty, there are programs in place that help mitigate their severity and allow citizens to maintain themselves with dignity as they work to better themselves. Art, music, entertainment, and all other facets of society are known for being rich and vibrant, and popular with tourists. The star nation boasts excellent systems of healthcare and education, but certain aspects of both systems are limited only to those who can afford them, which is a point of contention and criticism from the People's Commonwealth, who are concerned that without careful regulation, the system could become untenable for the less fortunate. Still, despite these issues, the republic still has a strong economy and an energetic industrial sector and remains a formidable competitor in the trade and commerce arenas.

United Dominion[edit | edit source]

Government and politics[edit | edit source]

The Dominion is an authoritarian state governed through a militant autocracy. The central government is led by a circle of top officials known as the Presidium. While who the members are is publicly known, how they are selected isn't, though common belief is that when a member dies or steps down, the others select their replacement. Under the direction of the Presidium are the various ministries which are responsible for the different facets of state operations and answering directly to them. Officially, the Presidium is an arm of the legislature and answers to it, serving to coordinate all government business between sessions. The reality, however, is that the Presidium holds the true power, and the Chamber of Deputies serves as little more than a rubber stamp. Every member world of the Dominion sends a deputy to the Chamber, selected from among a list of candidates approved by the system governors. The Court of Considerations reviews important cases and also acts as a judicial mouthpiece for the state.

Military and security[edit | edit source]

The Dominion Guard is the unified military force of the star nation, charged with defending its worlds and prosecuting war against its enemies. Its primary strength is its formidable fleet, each ship assigned a contingent of ground troops capable of boarding hostile ships, launching strikes against planetary targets, and supporting local authorities in emergency or wartime situations. Additional strength in the form of infantry, armored, and artillery divisions are stationed strategically throughout the Dominion and can be assembled and deployed on short notice. Special operations capability is provided by the elite troops of the infamous TEMPEST unit.

Intelligence and counterintelligence are provided by the Strategic Operations Authority, or SOA. It monitors critical matters of interest and potential threats both foreign and domestic and maintains the capacity to act against those threats when and if necessary.

Society and culture[edit | edit source]

Dominion society is widely known for being highly regimented and subjected to a range of strict regulations. While the culture of the star nation has produced some impressive art and music over the course of its history, it is also infamous throughout the Interplan for the pervasiveness of the security apparatus and the paranoia the government displays towards foreign powers, no matter how large or small. Despite this, and the strictures placed upon various forms of cultural expression, as many styles are dismissed or condemned as "avant-garde", the people of the Dominion frequently demonstrate a proclivity for testing the patience of the censors without actually crossing any lines. This frequently leads to speculation in other corners of known space that the otherwise relentless grip of the government isn't as ironclad as they would lead others to believe. Because of the limitations placed upon outsiders who seek to visit the Dominion, many describe worlds that are orderly and well-organized, but somewhat lacking in cheer.

Citizens of the Dominion do enjoy certain privileges, however. While civilians have access to basic medical care, a general education and the social services available to all residents of the Dominion, only citizens (those who have served a full tour of military duty) are given free medical services, access to advanced education, and the benefit of earning a pension that allows them to retire in their old age and live comfortably.

Unaffiliated Worlds[edit | edit source]

The Worlds are those star systems that have either refused or resisted outside efforts to be affiliated with any of the three Great Powers. While not directly linked together by any political or military structures, they do share a loose network of agreements on trade, mutual defence, and neutrality. The political landscape of the Worlds is wide and varied, with star systems being governed by everything from matriarchy or monarchy to democracy and autarchy. The economic situation is likewise extensive, and as a result the region is a web of interconnectivity and rivalry. Territorially, the Worlds cover the single largest slice of the Interplan, but they lack the collective will or strength to oppose the Great Powers with any effectiveness. Unofficially, however, there are agreements both formal and informal in place that limit their capabilities to respond militarily within the territory without following certain protocols and giving local governments some measure of advance notice they would be operating in their area. These agreements were enacted centuries ago to primarily limit the potential for the Worlds uniting against the Great Powers, but also to reduce the risk of extremist threats being permitted without giving the powers at least some capacity to respond.

In recent years, however, unconfirmed reports have circulating that claim the United Dominion has begun making aggressive inroads into systems of the Worlds along their border in an attempt to circumvent these agreements.

Black Omega[edit | edit source]

Black Omega is the designation - and best-known name - for an extremely deadly infectious viral agent. It is classified as one of the most lethal viral agents in the known galaxy, part of what is known as the Omega Series.

Pathology[edit | edit source]

While its origins are unknown, it has been proven in the years since its initial discovery that virtually every known sentient race in Occupied Space is susceptible to Black Omega. It is an unusual viral hybrid which bears similarities to various variola viruses, and has some similarities to the smallpox virus, a condition native to Earth.

Pathologists studying Black Omega on behalf of the Department of Health have reported that the virus appears to result in a condition with some aspects similar to limbic encephalitis. It has extremely potent neuroinvasive qualities, and an infection rate of approximately 97.235%. The remaining 2.765% of the population demonstrate a rare genetic quirk which renders them immune to the effects of the virus.

Subjects exposed to Black Omega begin to manifest outward behavioral symptoms of the illness within minutes of initial exposure. The virus affects the amygdala structures of the brain, which results in severe personality alteration and the onset of extremely violent behavior. This behavior is believed to be influenced by command and gustatory hallucinations. It effectively compromises the various critical thinking faculties in a subject and reduces them to a base, homicidal behavioral pattern.

Actual physical symptoms of the virus typically manifest within an hour of exposure. Subjects will exhibit high-grade fever, reddening and swelling of the eyelids, neck and jaw area, and slight bleeding from the eyes and nose. Speech becomes severely slurred and eventually completely incoherent. Compounding the initial behavioral changes as the virus first takes effect, the subject progresses into exceedingly violent behavior, usually within two to four hours of exposure. Black Omega is transmitted through physical contact, as well as exposure to the bodily fluids of an infected individual.

In the event of contamination by Black Omega, affected ships or facilities are to initialize full containment protocols. Containment barriers are engaged, environment systems in the affected areas are isolated, and all ingress and egress points are sealed. Infected subjects are to be terminated immediately, and their bodies incinerated. Compartments likewise exposed are to be sterilized through the use of mid-band radiation.

Reports of planets suffering Black Omega outbreaks, while thankfully rare, have happened three times since the pathogen was first discovered. The last was in 4014. In each instance, the planet is blockaded and the virus is permitted to run its natural course. Afterward, each planet was bombarded from orbit, sterilizing the entire planetary surface and rendering the planets uninhabitable.

Discovery[edit | edit source]

Black Omega was first discovered - entirely by chance - on the uninhabited planet Gamma Omicron IV, in the Sila system, on the extreme periphery of Occupied Space. It was found to be a naturally occurring component of the pollen within an unusual flower, with delicate translucent purple petals, that has since been named mori vernantia, or "blooming death".

Silent Herald[edit | edit source]

In mid 2636, the Bureau of Special Projects (BuSpec), the military research group attached to the Directorate military, was granted approval from within the Defence Office to research development of a method by which Black Omega could be synthesized and enriched into a concentrated, weaponized form. This initiative came about as a result of secret experiments conducted years earlier by the Directorate Medical Service and approved during a period of heightened tensions between several powers, shortly after the conclusion of the Periphery War. No official records exists, however, of who authorized the project.

The effort was code-named Project Silent Herald and classified Security Five. The decision to research Black Omega for military purposes was kept classified at the very highest levels, and only a handful of senior officers at Central Command and officials in Ofdef were ever aware of the work. It is unclear what, if any, knowledge the civilian leadership of the Directorate had of the effort. The task was assigned to the Virology Section of Special Projects, and the first phase of the work was based out of the military research base on Farnell II, a world on the Fringe.

In late 2637, the team was given use of the DNS Aurora, a Vanguard-class cruiser, to support the project. The Aurora was assigned a local patrol tour in the sector, and made regular deliveries of supplies and equipment to the research base. Silent Herald reached fruition in the opening weeks of 2638, when the scientists at Farnell II successfully synthesized a concentrated viral solution of Black Omega. After news of this was reported back to Special Projects, the Aurora was diverted to Fleet Station Argo to pick up a special containment case within which to store samples of the synthesized virus for transport. Once aboard, the cruiser returned to Farnell II, where the samples were loaded into the case, which was then sealed and placed into secure storage, locked inside a stasis field.

The Aurora departed Farnell II on 1.15.2638, bound for the Sova system, a series of six lifeless planets orbiting a small yellow primary on the periphery of Directorate space, where a military weapons testing range was located. A team of Special Projects personnel accompanied the case. The CO and senior staff of the Aurora were not given any details on the case or its contents, however, and were only told that it's delivery to the Sova system was top priority.

Around midday on 1.18.2638, about two-thirds of the way to the Sova system, the Aurora began experiencing reactor trouble, causing the ship to periodically lose propulsion and stall in deep space. Power disruptions caused the stasis field around the case containing the virus to fluctuate and weaken. During one such power disruption, the ship made an emergency drop out of superluminal due to a near-failure of the inertial dampeners, and the case was damaged when it was jolted about. This in turn allowed the virus to escape into the ship's atmosphere. Within moments of its release, the virus was detected by the ship's internal sensors, and containment barriers were engaged. Members of the Special Projects team quarantined and took tissue samples from those crew who were exposed, and worked with the medical staff to keep them isolated.

Even as the Special Projects team continued to monitor and study those infected, engineering worked to correct the ship's propulsion and power troubles. As the issues plaguing the Aurora worsened, the Special Projects team calculated that they would not be able to produce enough anti-viral to protect the entire crew. Power failures began occurring throughout the ship, which caused the containment system to fail, and in turn allowed the virus to spread from the areas initially exposed. Fearing a loss of main power, the commander ordered the ship out of superluminal. Shortly after the ship dropped out of superluminal at 0139 hours on 1.19.2638, main power failed, and the ship was set adrift in deep space.

The Aurora managed to send out one last long-range subspace signal, declaring an emergency and including the status logs for the days since leaving Festine, before long-range communications went down, and no further contact was ever achieved. Naval Command declared the Aurora overdue on 1.23.2638, after several failed attempts to reestablish communications, and confirmation from the base on Sova IV that the cruiser had never arrived. The Aurora likewise failed to ping anywhere on the League network. A full battle squadron was dispatched from Fleet Station Pharos on 2.1.2638, but days of searching throughout the sector and within many light years of the Aurora's last known coordinates yielded nothing, and the squadron returned to base on 2.5.2638. Naval Command officially listed the Aurora as "missing, status unknown" on 2.10.2638. No mention of its connection to the bioweapons project has ever been made in any official record. To current date, the Aurora's whereabouts remain unknown. It is likewise unknown what the current status of Silent Herald is.

Attributes[edit | edit source]

There are four attributes, and these determine a character's stats, as well as the effectiveness of their skills.

  • Power
    • abbreviated PWR, base for damage, colour is Orange
  • Body
    • abbreviation BDY, base for hit points, shield, and threat
  • Mind
    • abbreviation MND, base for skill points, colour is Blue
  • Senses
    • abbreviation SNS, base for initiative, critical chance, critical damage, and dodge, colour is Green

Base Stats[edit | edit source]

The basic factors that govern virtually every action a character takes.

  • Damage - how much a character's basic attacks deplete an enemy's HP and shield; has a minimum and maximum range
  • HP - how much damage a character can take before expiring
  • SP - resource for performing skills
  • Shield - an energy barrier that takes damage before HP is lost; not all damage can be absorbed (poison for example)
  • Shield Regen - the amount of Shield repaired each turn; Dead Short status will disable it
  • Initiative - determines the order combatants will act in a turn; has a minimum and maximum value, shown on character sheet
  • Critical Chance - how often a character will land a critical strike, which gives bonus damage
  • Critical Damage - how potent the bonus damage from a critical strike is
  • Threat - determines how often enemies will target a character, expressed as a % across characters in their respective sheets
  • Dodge - a character's chance to completely avoid an attack; negated by Mark
