The Grand Commonwealth of Arvor is a country located in eastern Enneron.

Overview[edit | edit source]

The Grand Commonwealth is a unitary parliamentary constitutional monarchy. It has a land area of 2.72 million square kilometres (1.05 million square miles) of which 4.1% is water. The population is 91.6 million. The capital city is Basinford, and the largest city is Portmore. It is the largest nation in the world by land area, and the third largest by population.

The Sovereign[edit | edit source]

The sovereign is the head of state. They are a hereditary member of the Royal House of Larton. The present sovereign is Queen Margaret II, who has reigned for 41 years as of 1955. Her heir apparent is her eldest grandson Wiliam, the Prince Royal. The soveriegn resides at Belhurst Palace, the principle royal residence in the Cupper Park borough of Basinford. They also have two other official residences: Gottlesfont Palace in Leeside, a town 39.26 kilometers (24.4 miles) west of Basinford on the banks of the River Lee, and Whitland House outside Padstow in Harpendon. They fulfill a wide range of ceremonial duties and have specific political powers which can be used in case of political instability or national emergency.

Prime Minister[edit | edit source]

The prime minister serves as head of government. They are the leader of the majority party or majority coalition in the House of Delegates following every general election. This person is summoned by the sovereign following the election and invited to form a government and retain their post for as long as they maintain the confidence of the House of Delegates. They guide government business and set and direct its policy in collaboration and with the support of the Cabinet.

Cabinet[edit | edit source]

The main executive administrative body. Its membership consists of secretaries of state who advise and support the leadership in their decision making while managing affairs within their respective departments. At present, the departments represented are foreign affairs, defence, home affairs, justice, the treasury, business and trade, education, national health, energy, transport, agriculture and food, culture, the post and communications, and work and pensions. During sessions of the Cabinet, the leaders of both chambers of Parliament, advocate general, and attorney general also attend.

Legislative[edit | edit source]

The Parliament of Arvor is the bicameral legislature of the nation. It consists of three parts: the sovereign, the House of Lords, and the House of Delegates. The three parts acting together to legislate are referred to as the "Queen in Parliament".

House of Lords[edit | edit source]

The House of Lords is the upper chamber of Parliament, comprising 250 members: 25 hereditary peers and 225 life peers who are appointed by the sovereign on the advice of the prime minister. The former pass their seats on to their successors while the latter serve until death or retirement.

House of Delegates[edit | edit source]

The House of Delegates is the elected lower chamber of Parliament, with elections to 550 single-member constituent districts held at least every five years under the first past the post system. By constitutional convention, all government ministers, including the prime minister, are members of the House of Commons and are accountable to that chamber. The Delegates sit for a maximum of five years unless one of several events occur: a formal motion of no confidence is passed, the Government fails to persuade a majority of MPs and members of the House of Lords to support them in a division (vote), or the prime minister formally requests the sovereign dissolve the Parliament and call an early election. Should the Delegates sit for the full five years, it will automatically dissolve and a general election will be called.

The following political parties are currently represented in the House of Delegates: The Liberal National Party (LibNats, centre-left, social democracy, 301 seats), the United Democrat Party (UniDems, centre-right, liberal conservatism, 137 seats), the New Compromise Party (New Comps, centre, reformism, 58 seats), the Progressive Action Party (Progs, left, progressivism, 37 seats), the Green Party (Greens, left, green politics, 21 seats), and the Independent Reform Party (Indy Refs, right, nationalism, social conservatism, 9 seats).

The Supreme Court is the highest judicial body of the nation. It supervises the administration of justice by the provincial, county, and municipal courts within established law. It consists of a chief justice and eight associate justices.

  • Aid & Attendance Allowance - for independent elderly (65 or older) needing supplemental support, intended to reinforce the recipient's income
  • Caretaker's Allowance - for relatives caring for disabled elderly (65 or older) loved ones receiving Disability Allowance, intended to provide the career additional funds for their care
  • Child Care Allowance - for widowed parents who have lost their spouse and require additional assistance in caring for their minor children (16 and younger), ends when child turns 16
  • Disability Allowance - for citizens who are certified to have a physical or mental disability that limits or precludes them from active employment
  • Housing Allowance - for citizens requiring assistance with rent or utility bills on a short-term basis
  • Unemployment Allowance - for citizens who've lost their job through no fault of their own, allowing some income while searching for new employment, provides a benefit equal to a 40-hour week at 125% of national minimum wage

  • Old Age Pension - funded by National Insurance, drawn by all citizens 68 and older, requires 25 years of contributions
  • Sickness & Leave Pension - short-term pension paying a weekly stipend equivalent to the citizen's current wage in order for them to attend care for illness or injury not related to employment, may be drawn if the person is unable to work due to illness, injury, or a medical condition not deemed permanent but requiring extended leave

Basinford is the capital city of the Republic. As of 1/1/1955 it has a population of approximately 714,000. It is divided between two major geographical areas - Inner Basinford and Outer Basinford. The Palace of Wellsminster, seat of Parliament, is located on the banks of the River Lee in the borough of Wellsminster while Belhurst Palace, seat of the monarchy, is located on the opposite end of the same borough, the two linked by the National Mall. The residence of the prime minister, 12 Overwater, is located in the borough of Rosebank just one kilometer from the Palace of Wellsminster. The departments of the government are all situated in the borough of Ampstrand.
