Government[edit | edit source]

Executive[edit | edit source]

The President serves as head of state. They are popularly elected by secret ballot using the instant-runoff voting, the single-winner analogue of the single transferable vote to a single seven-year term. They have far-reaching ceremonial obligations, but also the right and duty to act politically. They can give direction to general political and societal debates and have very important “reserve powers” in case of political instability. Their role is integrative and includes the control function of upholding the law and the Common Charter. Through their actions and public appearances, they represent the state itself, its existence, legitimacy, and unity. It is a matter of tradition, though not law, that the president generally does not comment on issues in the news, particularly when there may be some disagreement within the government upon said issues. They maintain a constant connection to the affairs of state, even as they remain separate from them, and always receive intelligence, military, and diplomatic reports before the premier does. This distance from day-to-day politics and daily governmental issues allows the president to be a source of clarification, to influence public debate, voice criticism, offer suggestions and make proposals. They have some discretion about how they exercise their official duties and have absolute discretion how to exercise their limited political power. The presidential residence and office are located at Beresford House in the Cupper Park district of Basinford.

The Premier serves as head of government. They are responsible for initiating and co-ordinating government policy, determining the priorities of the government, presiding over the Cabinet, and managing any conflicts of competency which arise between departments. They also represent the government both at home and abroad, submit proposals to the President on a variety of matters for their consideration, lead sessions of the House of Delegates in its daily work, and provide regular reports to the Parliament on government activities. They maintain contact with the President, keeping them informed of ongoing concerns, and work with the Parliament to formulate and pass legislation. They select the membership of the Cabinet and nominate the assessors of the Supreme Court, assessors for the provincial courts as well as other high offices of state, which require the approval of the Senate before being passed to the President for their formal consent. While the President serves de jure as commander-in-chief of the armed forces, it is the premier who exercises de facto daily control over military operations. The Premier is the leader of the majority party or majority coalition within the House of Delegates and serve their term concurrent to that of the House itself, retaining their position as long as the maintain the maintain the confidence of the lower chamber. Their residence is located at 12 Overwater in the Rosebank district of Basinford, while their office is located at Parliament House on Capitol Hill.

The Cabinet is the main executive administrative body. Its membership consists of secretaries of state who advise and support the Premier in their decision making while managing affairs within their respective departments. At present, the departments represented are agriculture and forestry, attorney-general, business and trade, culture, defence, education, energy and the environment, employment and workforce relations, foreign affairs, home affairs, industry and science, infrastructure and transport, national health, social services, the treasury, and veterans' affairs. The Cabinet meets with the premier at Parliament House on Capitol Hill, while the sixteen departments are headquartered in the nearby Ampstrand district of Basinford.

Legislative[edit | edit source]

The Parliament of Arvor is bicameral and consists of an upper chamber (Senate) and a lower chamber (House of Delegates). Both chambers meet in Parliament House on Capitol Hill in the Rosebank district of Basinford.

The Senate has 76 members, six per province, two for the Arvorian Capital Territory, and two for the Summer Isles. Each senator is elected to a six-year term by the electorate of their province in general election via the single transferrable vote system of proportional representation and is not term limited. The Senate has the same powers as the House, with the exception that it cannot originate or amend supply bills. Additionally, it has the sole power to approve the appointments of ambassadors. The Senate meets in the east wing of Parliament House on Capitol Hill in Basinford, and the offices of senators are located in the nearby Hanham Building.

The House of Delegates has 151 members, with the number of seats per province calculated based on its population. Each seat represents a single-member electorate filled by a general election held every three years using the full-preferential instant-runoff, system. A party needs to win the seats in at least 76 electorates to form a majority government, otherwise it must enter into supply and confidence with one or more of the other parties represented. All legislation is passed by simple majority (76 votes). By constitutional convention, all secretaries of state and the premier are members of the House and are accountable to that chamber. Members are not term limited. The House meets in the west wing of Parliament House on Capitol Hill in Basinford, and the offices of memebers are located in the nearby Pertwee Building.

The following political parties are currently represented in the House of Delegates: the Equitist Party (centre-left, social democracy, 86 seats in House, 41 in Senate), the Meritist Party (centre-right, liberal conservatism, 34 seats in House, 17 in Senate), the Centrist Party (centre, reformism, 16 seats in House, 9 in Senate), the Action Party (left, progressivism, 9 seats in House, 6 in Senate), the Green Party (left, green politics, 4 seats in House, 2 in Senate), and the National Party (right, nationalism, social conservatism, 2 seats in House, 1 in Senate).

Judicial[edit | edit source]

The Supreme Court is the highest judiciary body of the nation. It supervises the administration of justice by the provincial, district, and municipal courts within established law. It consists of a chief assessor and six associate assessors. It has ultimate appellate jurisdiction over cases within the commonwealth and hears numerous cases every year. If it takes a case, whatever ruling it hands down considered final and cannot be appealed. If it refuses to hear a case that has been presented to it, whatever ruling was given by the lower court is likewise considered final. Members of the court serve for a maximum of 25 years or until they turn 75, whichever happens first. The Court meets in the Wickstead Building in the Rosebank district of Basinford.
