Taxation and budgeting[edit | edit source]
The top 10% of earners pay 33% of their annual income in taxes. The bottom 10% pay no taxes. The remaining 80% pay between 10% and 25%. The tax code is structured with a broad tax base with rates that are the same across different income sources and types of expenditure. The progressive nature of the system is embodied in the rate structure (said rates rise with income), a basic exemption amount, and a selection of tax base (income or consumption). The basic exemption is inverse - the lower one's earnings bracket, the higher the exemption.
Welfare[edit | edit source]
The republic maintains two types of welfare: stipends and pensions. The former is a supplemental payout to a citizen to assist with specific needs or limitations while the latter is paid into and earned over the course of a full career of employment and paid out upon reaching a certain age and/or meeting specific criteria.
The current allowances are: the Aid & Attendance Stipend, for independent elderly (65 or older) needing supplemental support, intended to reinforce the recipient's income; the Caretaker's Stipend, for relatives caring for disabled elderly (65 or older) loved ones receiving Disability Stipend, intended to provide the career additional funds for their care; the Child Care Stipend, for widowed parents who have lost their spouse and require additional assistance in caring for their minor children (16 and younger), which ends when child turns 16 or income rises above a certain level; the Disability Stipend, for citizens who are certified to have a physical or mental disability that limits or precludes them from active employment; the Housing Stipend, for citizens requiring assistance with rent or utility bills on a short-term basis; and the Unemployment Stipend, for citizens who've lost their job through no fault of their own, allowing some income while searching for new employment, provides a benefit equal to a 40-hour week at 125% of national minimum wage for a maximum period of three months.
The current pensions are: the State Pension, funded by the national insurance tax and drawn by all citizens 68 and older which requires a minimum of 25 years of contributions; and the Sickness & Leave Pension, a short-term pension paying a weekly allowance equivalent to the citizen's current wage in order for them to attend care for illness or injury not related to employment, may be drawn if the person is unable to work due to illness, injury, or a medical condition not deemed permanent but requiring extended leave.
